Terpel is a popular brand in Colombia. Not sure, but believe it is the Colombia National Oil Company.

Notice the red jersey of the motorcycle rider behind the bus.
Colombia law mandates that every motorcyclist must wear a pull-over with
their license plate number printed on it.
In case of a driver and a rider, the rider has to wear the jersey.
